UP Government Approves Master Plan 2031 Phase 2 For Raya Urban Centre

The Uttar Pradesh government has given its green light to the amended Master Plan-2031 (Phase 2) for the Yamuna Expressway Industrial Development Authority (YEIDA). This plan focuses on developing the Raya Urban Centre in Mathura, a significant step for YEIDA’s long-term strategy.

Raya Urban Centre Grows

The revised plan increases the Raya Urban Centre’s footprint from its original 9,366.2 hectares to a substantial 11,653.7 hectares. A key feature of this development is the “Heritage City,” envisioned as the heart of the urban centre and spanning 753.4 hectares. The total project cost for Heritage City is estimated at Rs 7,200 crore as per TOI.

Prioritising Tourism and Riverfront Development

The amended Master Plan reflects a strategic shift in priorities. While land allocation for industrial purposes has been reduced from 1,882.7 hectares to 853.46 hectares, areas designated for riverfront development and tourism infrastructure have seen significant expansion. The riverfront area will now encompass 505.65 hectares, a substantial increase from the previous 109.7 hectares. Tourism infrastructure will sprawl across 1,520.51 hectares, up from 731.3 hectares.

The Master Plan outlines a comprehensive land-use strategy for the Raya Urban Centre:

  • Residential: 2,216.25 hectares
  • Current Rural Population: 416.58 hectares
  • Extended Population Growth: 459.79 hectares
  • Commercial Activities: 701.68 hectares
  • Industrial Development: 853.46 hectares
  • Mixed Land Use: 301.44 hectares
  • Riverfront Area: 505.65 hectares
  • Tourism Infrastructure: 1,520.51 hectares
  • Office Spaces: 132.63 hectares
  • Semi-Public Use: 746.83 hectares
  • Public Amenities: 196.48 hectares

Preserving Green Spaces and Water Resources

The Master Plan prioritises environmental sustainability by allocating 1,592.26 hectares for green belts. Additionally, 586.87 hectares are designated for parks and playgrounds, with another 287.10 hectares set aside for recreational green spaces. Notably, the plan also reserves 89.75 hectares for ponds and other water bodies.

Next Steps: Detailed Project Report for Heritage City

The YEIDA authority board has already approved the detailed project report for the Heritage City project. This report will be presented to the UP bid evaluation committee and the committee of secretaries for further approval.
